In that case, you're probably right, and I agree. But starting all those wafers at once, after just having ended qualification sure puts output at risk. Hopefully for AMD, nothing goes wrong with those wafer starts, or else they'll have 130nm problems, and not enough 180nm devices to back themselves up.
