Remote access allows remote computers to dial into a Windows 2000 network. It's an older method, but still widely used. A more modern approach is to use the Internet and Virtual Private Networking (VPN) to accomplish this, but Windows 2000 supports both methods.

It sounds like for some reason this service is starting on your system. Check the properties of Routing and Remote Access under the Services section of your Computer Management console. The startup type should be set to Manual to prevent an autostart, or to Disabled if you never intend to dial into this machine.
