Nope, It basically says if the closing bar is above/below the band then it will make a higher high or lower low. We closed above the band in the high push and didn't make a new high on the second push and fell into the range we are in. Why I say 1pm is the retest will usually come within 2-3 trading hours... 1pm is 2:40 hr:min from the high.
