There is a test program to check for this bug.

AMD will replace any chip that has the problem.

There were evidently very, very, few.

In fact, I know of only ONE such chip every having been actually found, and the owner wouldn't let AMD replace it because he wanted to keep it.

Do you have a link to any any chip other than that ONE - that AMD wanted to replace but wasn't allowed to by the owner?
