Why would the Arabs move to Jewish settlement for work when the Jews were boycotting Arab labor?

Because the efforts to boycott Arab labor were temporary and failed. Never made a dent in the trend, which was of Arab immigration into Jewish areas. Observers often remarked how farmers in the hills would hire someone to look after the farm, and go work for the Jews himself, because it paid better.
