You are certainly right. Its all a matter of money IMO. Money to provide sufficient employees to the DOJ and the SEC so they could begin to do their assigned missions. The staff at both agencies are well aware of their shortcomings but without much increased support for their budgets nothing shall change.If,as one example,they would develop a data base which would track these miscreants by name it would be a big deterrant-but I guess the do gooders with their privacy concerns would howl at this one!
