This WTO ruling is very much in keeping with the proposal of the U.N. High Level Panel on Financing Development, which is recommending the creation of a World Taxing Organization (originally called the World Taxing Authority). The purpose of this new organization is to equalize tax rates among the nations. Throughout most of socialist Europe, tax rates reach 70 percent and more. As high as U.S. taxes are, they are still much lower than in other nations.
