Bond vigilantes are the people/institutions that make sure that certain companies/sectors are cut off from funding. They ensure that no matter what general liquidity or interest rate conditions are in place, these companies get starved of capital. Hedge funds and institutional banks/brokerages are the likely "blockers".

The rest of that post was aimed at the general impression that none of this collapse could've been foreseen; too much capital outlay, too uncertain profit stream made it entirely predictable. As for mobility in MMDS spectrum, that's a red herring since capital will be unavailable for equipment, no matter what spectrum is targeted.
