China presents an entirely different kind of problem. And its also my guess that within the next five or ten years you will see a change in that country which can not be stopped if for no other reason than because all the old tyrants will have died off. I haven't seen a lot of evidence to support Chinese support for terrorism. Perhaps I am incorrect but we know for sure about the other regimes I listed. If terrorism is the problem, those countries are the places to start. China is a more long term problem which will require a much more sophisticated strategy.
