"Brute force" is a loaded term, and an inaccurate one. If the US truly wished to use all the force at it disposal, it would rule 90% of the world, and I would be writing this from our French colony.

The U.S. defends against brute force & unearned aggression by using methods which endanger our own soldiers in order to minimize civilian casualties.

Others--such as the Palestinians and Al Qaeda--have civilian casualties as their primary goal.

They exult at civilian casualties, while the civilized nations of the world (US, Britain, Israel) grieve them, and put their own people at risk by failing to use all the force they could.

Therein, lies the difference.
