3. BTA Population
Consistent with Section 24.203(a), NextWave has chosen to use 1990 Census Bureau data in the coverage analysis......
The Los Angeles BTA contains 9,477 census tracts from the 1990 Census data with a total population of 14,413,870.

5. Conclusion
As demonstrated, NextWave is currently providing a signal level of-103 dBm or higher to an estimated covered population of 5,304,930 out of a total BTA population of 14,413,870. Therefore, NextWave is serving with a signal level sufficient to provide
"adequate service" to 36.8% of the population in its licensed service area.

Minumum coverage requirement is 33% for 30 Mhz holders.

So they use 1990 Census information to just barely squeek in under the coverage requirements!

A signal level sufficient to provide "adequate servcie".

No real servcies being provided.. Just a signal level sufficient to provide!
