How do we know what will be then?
There's a lot we don't know about the future. It's not just that it's unlikely that one of these axis labeled countries will develop missles, they would also have to avoid retailiation. A missle launch is hard to hide and will be harder to hide in the super-survielence world a decade from now. These countries will receive a retailation much greater than anything they could hope to accomplish.

It is precisely because the SDI system is a solution with no problem that the administration, especially Rumsfeld is so determined to toss billions at it. It won't matter if it works because nobody would initiate that kind of attack even if it weren't present. In the mean time, secrecy insures that the tests don't even have to work. The only thing that is imporant is whether the checks cash, with growing deficits that could be Carlyle's biggest concern.
