John, like any other single tool, it is far from perfect, but the ratio itself (particularly equity only) is an indication of the general public participation in that market. Thus very high ratios do occur more often near bottom and vice versa. It is really not that important that there are "two sides" to the trade, the initiation of the activity (typically the buying) of puts and calls is simply reacted to by the other side (mostly "the houses" selling to the public the calls and puts).
