I agree and believe that when the market is in a free for all speculative bubble there is a lot of opportunity for thieves and cheats. I'm not minimizing that. However, I don't believe the answer is increased regulation, that would do much more harm than good. We need to find out why the rules already in place were circumvented and/or not enforced and get rid of the loop holes in the public disclosure laws that allow the SPE's exclusion from the balance sheet.
It is painful to lose one's wealth but I learned early on that the market depends on the psychology of greed and fear, loss and gain in order to work. I have always accepted total responsibility for my trading including buying Employee Solutions while the officers were selling stock by the ton in offshore accounts. (One of my Bone Headed attempts to catch a falling knife). Fortunately, I have always been mostly conservative in my money management and therefore avoided the big drawdowns the hurt.
