That could easily describe the Soviet Union or China for which retaliation has proved an effective deterrent. To try and imagine that North Korea is going to be stronger and more clever than these former foes defies credulity. Los Angeles is in far more danger from a major earthquake and that money could be spent strengthening buildings and roads if nothing else.

This administration has been working on ways to feather it's nest every since Bush was appointed. Since 9/11 they have grafted a terrorism theme on the scheme but the basic thrust is the same. How to place more money in their and their friends pocketbooks. SDI is just one of the more egregious examples.
