What is the problem here anyway?

These international companies still have to pay U.S. tax on
their U.S.-based operations. They are merely saving tax on
their non-U.S.-based operations. What claim does the
U.S. government have on their non-U.S.-based operations?

If the U.S. tax rate is uncompetitive, that is the U.S.
government's problem, not a company's problem.

The solution (as Russia has belatedly discovered) is
to have a simple, flat, low tax rate so that capital will
be attracted to your country instead of looking for
any way possible to flee your country.
