Does this seem familiar:

Government does some things very well. It defends the nation. It keeps the peace...But government as a general rule, does a very poor job at fine grained detailed decisions. It’s too slow, too political. Our modern leaders have forgotten that government cannot substitute for private initiative, personal responsibility or faith...In the 1960’s government crowded out voluntarism. Secular bureaucracy crowded out spiritual commitment. What was the result? The welfare state, a vast structure which leads to 12-year-olds getting pregnant, 14-year-olds getting killed, 17-year-olds dying of AIDS and 18-year-olds getting diplomas they can’t read.
