Brew on GSM sounds more interesting but here are some links. Watercove sounds like a way to bill as much as anything.

WN 1200 Intelligent Support Node - an intelligent transport system that resides in the bearer path of the data packets and performs data flow control, session control, subscriber aggregation, and network resource management to deliver flexible content-sensitive charging, real-time prepaid, and spending-threshold management capabilities.

Real-Time Metering
This allows operators to understand the traffic flowing over the network so they can
feed this information into charging and billing systems. Operators can also use this
information to optimize the use of network resources and to measure services to
ensure they are sufficiently profitable. Operators can go beyond being mere
providers of access to offer high-value services and content—and meter usage to
capture that value. They can implement many different metering models, including
charging by time, volume, or QOS level. Operators can also offer reverse charging
and deliver services such as Data-800 or Pushing Party Pays™.
Flow Control
Once a data session is established there can be multiple in-session events and
operators can support them using service triggers. For example, subscribers can
be automatically prompted when they need more bandwidth or higher QoS
levels. They can be offered the option to dynamically increase session resources
for a premium rate and can be prompted to add funds to prepaid accounts.
