At what point does a falling Rand become bad for the South African gold miners?

At the point when the SA government decides that the miners are somehow responsible in part for the falling rand and decides to take them over. This isn't as far fetched as it sounds. When a country's currency is in free fall the government goes on a witch hunt for who is responsible starting with those that are benefiting from its fall. Of course, the first place they should look is to themselves because it is the policies and government actions which precipitate capital flight in the first place.
