You're correct. The manufacturing was done by Mirant, Dynegy, Duke, and a couple of other named IPP co-conspirators in the indictment. And El Paso on the gas side.

You mention weather as a factor. I'll assure you that as I sat in my house in unseasonably warm weather in February, 2001 and heard on Energy News Live that California's wholesale rates were skyrocketing because of the unseasonably cold weather, I knew the fix was in.

And have you heard about the plants that were yanked off grid just as prices were escalating? Or the crates of spare parts that managements forced maintenance workers to scrap just before ordering untimely and destructive shutdowns? It all in the courts. It's all sadly real, all the scheming that is.

As far as not building plants during the 1990's, that's just another urban legend spread by the likes of Gary Ackerman and the Western Private Power Council. They're lying about this just like most everything else.
