COGNICASE-M3i Signs Contract to Deliver Real-time
Operations Management System to Indianapolis Power and
Light (IPL)

MONTREAL, QUEBEC, CANADA--FEBRUARY 19, 2002 - 10:16 EST
COGNICASE-M3i Inc. (TSE: COG, NASDAQ:
COGI), an innovative IT solutions provider specializing in the
development and integration of transactional solutions, announced
today that it has signed a contract to deliver a fully integrated
Real-time Operations Management System (ROMS) to Indianapolis
Power and Light (IPL). IPL, an AES company, provides retail
electricity and related services to 440,000 commercial, industrial
and residential customers in Indianapolis, Indiana, and other
central Indiana communities.

The ROMS product suite includes the full complement of Network,
Outage and Workforce Management modules, and effectively
integrates with other existing business systems at IPL, thus
maximizing their value and leveraging their original
functionality. The ROMS delivers an end-to-end solution across
multiple touch points from initial customer contact to field
operations personnel, through a wireless mobile data terminal
integration.

After completing an exhaustive search for an end-to-end,
single-vendor solution to address its management and operations
needs, IPL chose COGNICASE-M3i as its ROMS provider. Douglas
Pauley, IPL Project Manager Distribution Operations, stated
"COGNICASE-M3i's control room and operations experience and
expertise shone through during the solution evaluation period.
They distinguished themselves as more than a software provider,
they are our business partner." Also impressive was the relatively
brief sales cycle, from initial contact to actual sales, as well
as the highly structured deployment and integration plan to
minimize all and any attendant risks.

Barry Feldman, IPL Co-team Lead Distribution Operations
emphasized, "The flexibility of the COGNICASE-M3i solution, and
its modularity, offered us more options than any of the other
systems we evaluated during the testing and trial period."

COGNICASE-M3i Chairman of the Board, President and CEO Ronald
Brisebois explained that "Aggressive sales strategies may achieve
sales objectives and targets, but often compromise the actual
delivery schedule. IPL knew that they needed product breadth and
depth, experience and the ability to deliver-and COGNICASE-M3i has
proven that the integration of network, outage and workforce
management systems with wireless connections to field personnel is
not only possible, but productive too."
