At the risk of stirring the currently collegial HTP pot, politics-wise, I'm going to take a crack at responding:

FCC, FERC, etc."

At least Clinton's SEC head--Reich, I believe--tried. He got cut off at the knees by Congress (both houses Rep.-controlled at the time). And what it couldn't do to stymie reforms (eg the disclosure rule change), it did by limiting approps to said agencies limiting their investigation/enforcement capabilities. Bush replaced him with the current guy (Witt?) who was the chief attny for Enron.

And Limbaugh says the call for campaign finance reform is hogwash, and it's un-American to criticize big business..

What's hilarious is that some of those who were the most guilty of whoring for the Enron's of the world, are now puffing up their chests in indignation and falling over themselves to holding hearings. What they should be doing is looking in their mirrors and resigning. The next thing I expect to see is them offering immunity for testimony so these crooks (the execs, not the congressmen) can never be prosecuted--or convictions overturned Ollie North-style.
