We knew about oppression, we did not know the magnitude of the fatalities. By the way, the Ukrainian Famine had already occurred, so it would not have been prevented, and no one could have predicted that Mao would allow mass starvation rather than admit that the Great Leap Forward was a failure. These were the two main incidents that causes millions of deaths. So no, we did not know that "millions were being butchered", certainly not enough people to justify dropping city- killers that would take out millions themselves......
