This is probably very true in AMD's .13um process ... I have personally seen the yield data for leading LowK foundries (TSMC, UMC). These guys are struggling mightily to get better yield. There are also a number of reliability issues to address as well. Some of these require changes to the layout rules (LORs). If that's the case it could mean developing and characterizing a new set of cell libraries plus maybe a die size increase. Not good. EP
