The ECB has its reserves and the national banks have old reserves too. Both groups've signed the Washington agreement. I think that they can make independent decisions (observing the agreement) but I'm not an expert in this
subject.
All Banks may sell altogether 400 metric tons in a year. So if BuBa sells first there is a smaller amount allowed to sell for the other banks.
