The Russian government isn't communist anymore (even if it isn't fully a capitalist democracy either), of course their could be attacks by hard line holdovers or by the Russian Mafia, but the first is more just a potential threat (and if we are lucky one that will fade away) and the organized crime groups in and from Russia are more interested in making money then they are in communism or killing people in ways that are not profitable.

The Chinese government could easily sponsor something as destructive as 9/11 but it would be taking a huge risk for no visible gain. The Chinese leaders might be brutal and oppressive but they are not fanatics in the way bin Laden and his crew are. We might eventually confront them over Taiwan or because of a crisis in Korea or for some other reason and we should remain prepared for such contingencies but right now the Chinese government wants no part of a military confrontation with the US.
