That's right. European users are buying 802.11 gear via mail order, hooking it up and to hell with the regulators. They can't stop it from becoming a defacto standard so they may as well get behind it and place reasonable controls on its implementation.

The last mile is solvable with open markets an relatively open standards. Networks of WLAN users are lighting up neighborhoods with cheap Internet access that the big telecomms can't or won't even try to touch. Just like the PC revolution, this is happening more from the ground up than from the top down. Last mile is here now and available at your local electronics store.
