Can you make the question more specific? "Strong support of enironmental controls" is a vague term where someone may think some policies are strong controls and someone else might see them as weak.

Also it would be more then just the one issue that would decide who wins. If a candidate changed on one issue but most people agreed with him on ten other important issues they would probably reelct him anyway.

I don't disagree but I think most people would prefer that the representative accurately represents the majority view of his/her district right from the get go.

If he or she does not adiquately represent the opinions of the district then he or she will be probably not win the election. If someone lies about all of their opinions and goes against everything they campaigned for once they get in to office then I would agree that they where in the wrong but the only way to deal with that is not to elect them again.
