I think NW could have reasonably easily been released up to 2.4 GHz, but according to Fyo's theory, Intel did not release such a speedgrade because the few 2.4 GHz NWs would push the prices of all Willamettes and Tualatins down, and Intel would have ended up with lower revenues, rather than higher revenues, if 2.4 GHz was released prematurely.

This is a highly plausible theory. Throw in AMD's inability to manufacture large numbers of highend XPs and Intel has no one pressuring them.
