Republican foreign policy can only exist when there are known and stated enemies. If there are none, then the executive branch of government must create objects of hate. As long as there are "unknown enemies lurking," a certain percentage of people will vote Republican because of the fear factor.

That's why when I first heard Cheney/Rumsfeld say the war on terrorism was going to last for years and years, I chuckled.
