Hi Daniel, I've thought a bit about expropriation or having the state purchase some of these IPPs from the maggots who run them. I think it is still too politically incorrect to jump, yet. Up here in Oregon, PGE, an Enron subsidiary has been approved by some of the regulators to be purchased by NW Natural, the teeny gas utility. This will saddle everyone in service area with a $500 cost for flimsy financing schemes necessary to pull off the deal. Another case where it would be nice, but politically impossible, IMO, for the public to take over the operation. -Ray
