Hey Ole,
I had a discussion with a Canadian mining co rep a few years ago, and it was made pretty clear to me that the budget for a third-world project (not Mexico) included a hefty sum for local grease. The US has a federal law prohibiting "foreign corrupt practices", but I'm not sure Canada outlaws this.
I suspect it's routinely "fudge factored" in as a cost of doing business. What else is a company supposed to do when the informal exaction is absolutely inevitable?
