Prime Minister Junichiro Koizumi has instructed his economic ministers to lay out an anti-deflation game-plan by the end of February with a view to stemming a three-year fall in prices by speeding up the disposal of banks' massive bad loans and stabilising the financial system.

Bank of Japan Governor Masaru Hayami, who met Koizumi earlier this week, was reported to have urged the prime minister to consider injecting public funds into troubled lenders.

``The market seems to be taking the meeting between Mr Koizumi and Mr Hayami quite seriously,'' said Masatoshi Sato, manager of the equity division at Mizuho Investors Securities.
