I think we are in agreement that the the majority of the Jewish refugees were not allowed to go to the U.S. But you have not established as "fact" that Zionists were the decisive factor in preventing them from doing so, because there was considerable anti-semitism at work in the U.S.A. as well.

Even if the opposition of a Jewish leader had been the decisive factor, that would not have been the fault of the refugees.
