The compound can form toxic gases if heated to a high degree or mixed with hot, concentrated acids.

This is one of those statements that is misleading in the article. Here is the product circular for the chemical in question:

The circular gives the ingredients and any precautions that should be used with the chemical. The precautions are:
It is decomposed into potassium cyanide and others when it is incandesced strongly. It forms very toxic cyanide and others when running into acid.

This basicly says that if it is heated up until it glows it will put off gasses that may include potassium cyanide which is not a great thing to breath.

It also says that if mixed with acid it can produce a very toxic cyanide (In the case of using Hydrocloric Acid it could produce hydrogen cyanide which is the oderless nasty poison that the Italians were worried about).

The reporter just repeated the warning from the package. There is a lot here that is left as an exercise to the reader. For one thing the acid is a lot more dangerous than the powder. The acid treatment would release a small cloud of poisonous gas and not the water soluable powder that the terrorists are presumably trying for. It's another red herring, or red suspender if you will.

And from the LA article:
Last year, .... blah blah blah. What does that have to do with this year? the defendants spoke cryptically about an unspecified "liquid" that would suffocate anyone breathing it
This is relevant background material not only to the presence of Tunisian terrorists but also the prowess of Italian police. It is not anything like the main point of the article. Here's another bit. The prosecutor ordered further analysis of the compound but clamped a lid on new information about the case. Titilating? yes, but relevant, NO!

You seem to imply I should have quoted the whole articles in my post, but then what is the use of supplying the links. The format and layout make them much easier to read in their original format.
