I think the peace process didn't work because there wasn't a commitment to peace. If people have important basic ideas they agree on then negotiations can work out the details but if there is no true shared vision then negotiations are often just used for tactical benefit. The North Vietnamese did a good job of this, they made the US exercise some restraint by negotiating but they never were going to accepts an independent South Vietnam. They eventally agreed to a peace settlement, knowing that we would be unlikely to intervene once we pulled out.

I think Arafat just wants an independent Palistine as a first step. If he gets it he might allow more peace in the region for awhile but when he saw an advantage to doing so he would start up the violence again. But his demands for even accepting this agreement where too great. Israel made an offer, he didn't accept and he started the violence again. It might possibly be out of his control now but he let the lid off of it in the first place.
