"Equally important to 2002 oil markets is whether the widely perceived oil supply glut is real, or merely the by-product of imprecise data. Absent a major upward inventory revision in OECD petroleum stocks or quick build in reported OECD oil stocks, the estimates of supply excess in 2000/2001 are wrong. If so, it will mark yet another occasion when false perception of an oil glut created a serious and unwarranted price decline."
