The reason the Military is so expensive is that it is not run for a profit. Therefore it costs at least four times as much to get the same throughput.

I don't want Ray or Ilmarinen to "get the vapors" here and think I am advocating a for-profit "merc" force. I am not. I am just recognizing that about 75% of what we spend on the military is wasted. We just can't figure out any other way to do it.

One thing pointed out by Clancy in his new book is that the Military looks on funding as a "Zero-sum" game. If you get money for your mission, I lose it for mine. This leads to a big cut in funding for Special forces between use, because they are a small part of the Military, and lose out in the Pentagon War.
