i know Barton Biggs watches the NASD outflows quite closely.
Unfortnately i don't remember his capitulation point time to buy criteria. He said i want to see this "x" amount of outflow for this "x" amount of time before i will say the bottom is in---so question is at what point can we say the outflows have reached capitulation/the bottom levels.
Barton Biggs did call a temporary bottom and gave a buy signal in techs following the week of 9/17.
He then went back to get out of techs when they first hit into the 1800s area.
The problem with 9/11 the pace of selling was so accelerated by events that i would expect capitulation outflow to be occurring over a lengthier period.
One method i use to call a bottom is nigh is when the best stocks start dropping because funds start dumping the best at the last. If you see that 500million to 1billion in a week's time outflow let us know,TIA/Max
