Sounds like a good idea. It will be tough on companies like CPN, but maybe much of this inevitability has already been factored in.

And this is certainly the case if Enron can be shown to have been involved in market manipulation that permitted other producers to excessively profit on their contracts.

It's just too bad that California permitted such a situation to occur in the first place by limiting power production in the state, but they may have the last laugh.
