Good point, DJ: Capital migration has been tried. It didn't work. It entered a door and immediately left through another as the local governing elites sucks any money available. What remains in the countries is used to buy votes in electoral korrals. Paying civil "servants" whose only function is voting to the governing powers. See Argentina for a typical example. Thus my other abracadabra: re-colonizing the whole lot.
