Yes, China is repressive. We do not generally make implicit military threats against other countries on the basis of their internal record, with the exception of genocide, which is not what is happening in Tibet. As far a Taiwan goes, we have no reason to go further than talking about security obligations to Taiwan. Even more so is that true of Japan, which, in any case, is not directly under threat. During the actual Afghanistan campaign, the PRC cooperated with the United States in a manner that appears to have satisfied the Administration for the time being.
