provide the "good guys" with a modernized military capability.
The sucessful nation building programs, such as the Marshall Plan and the rebuilding of Japan, focus on civilian institutions. The post office, and dog catcher, and trains and bridges were addressed by using the local talent while the military and police protection was carried out by the Americans. It was not for several years when the civilian infrastructure was recovered that the military was rebuilt. This was under pressure of the cold war too.
