I understand that the ISS is not bound by regulations but they did say or at least did infer that their decision would be released for everyone, simultaneously.
As to their decision, I'm certain that it will evolve from having weighed out every aspect but in the end, there will be a definitive "for" or "against" decision that will be complimented with the details/reasons for that decision.
