I'll vouch for B as I live in the same town. No there were not homeless on every corner when Clinton was President and now there are. They are at every major intersection it seems walking up and down the line of cars with carboard signs. I was noticing at lunch today that they managed to find winter coats since it turned very cold last night, but they were not deterred. A lot of the signs just say "Pray for Me", but they accept monetary donations.
