It's a trend line. The relationship between tolerable voltage with respect to current is linear. Who cares what they set as the end point? Can't you find something else to split hairs over?

Intel's definition is probably the same as the industry accepted definition - and you don't need my help to tell you that. What you need is a book on introductory circuits.
