If it was truly deregulated I doubt that Calif would have had as many problems. A big part of the problem was govn regs that set maximum rates utilities could charge. The price caps discouraged investment in new generating facilities and further distorted the wholesale electricity market. Lots of info on deregulation in this report for Congress cnie.org
