It's more like a slogan. The Republicans may talk laissez faire but spend money like the most zealous New Dealers, they just spend it on themselves instead of any notion of public good. Very good at excuses as to why they just had to do it, this time and never again. Misuse the toolbox would be a more appropriate critisism.
