LOL!!! These same governments have been complicit in the elimination of the publics right to access better cell phone service via CDMA for years! There are far too many economic implications here to tie it down to "exactly what is third Generation Serivces, and what speed do they deliver those services at, and exactly what are the public's rights?

3G is what ever they tell them it is! Look at FOMA in Japan.. Not quite a 3G User Experience as we think of it! But, IT'S STILL 3G!!
