I believe that there was an electric power shortage, that was probably made worse (and manipulated). IMHO, regulators (PUC, CEC, FERC), the State Legislature, consumers, IPPs, and news media, all share responsibility. For the most part, everyone (except, it seems, the Governor) pretended there wasn't a problem till December 2000 - by which time it became a crisis.
